This seems to have come about as a consequence of the feedback from the consultation they ran earlier in the year, as linked here.
It might well give the students directly affected the chance it have their say, although I suspect the average teenager will not be a 'friend' of Bucks County Council on facebook!

It's an horrific phrase, I know. Dreamt up by people in marketing to try to fool the public into think the web has been reinvented or had a major upgrade in some way. It's rubbish of course, but I used it in an ironic way in this case.web 2.0
