My late mother had hers from her local authority although there was still a small charge but they also sent somebody round if there was a problem rather than just phoning me. A great help as I lived 40 miles away.
These alarms are not perfect, people generally don't have them within reach when in the bath which is where a lot of frail people have problems.
If you get one of these for a vulnerable parent do check regularly that it is properly set up with the base station properly powered and connected to the phone line. Remember that the alarm company do not test the installation remotely, its down to you to go to the house, press the button and wait for a response.
